The Cebu Provincial Government has taken decisive steps to address long-standing issues in its infrastructure projects through a comprehensive reform package presented during a public hearing on Thursday, November 13, 2025.

Rebuilding Trust Through Financial Discipline

Governor Pamela Baricuatro announced that the proposed P12-billion budget for 2026 will include P4 billion specifically allocated for infrastructure development. This substantial investment comes with enhanced accountability measures designed to prevent the fiscal setbacks that have plagued previous projects.

During the hearing organized by the Bids and Awards Committee (BAC), provincial officials emphasized their commitment to restoring contractor confidence and ensuring that future projects proceed with full financial transparency.

Two Major Reforms for Better Project Management

The BAC Infrastructure Secretariat detailed two significant changes that will transform how Cebu manages its infrastructure portfolio:

Provincial Project Monitoring Committee (PPMC): Established under Executive Order No. 15, this new body will institutionalize regular oversight of all provincial infrastructure projects, strengthening accountability throughout the implementation process.

Technical and Financial Checklist: A standardized set of requirements will streamline the bidding process, reduce delays, eliminate compliance issues, and create a more competitive procurement environment.

Addressing Payment Delays and Historical Debts

In a move that directly responds to contractor complaints, Assistant Provincial Administrator Aldwin Empaces announced that all future contracts will have secured budget allocations before implementation begins.

Furthermore, the 2026 budget includes a P500-million debt service program specifically designated to settle unpaid obligations from previous years, demonstrating the province's commitment to honoring its financial commitments.

The Cebu Province Public Information Office confirmed that these measures reflect the Capitol's dedication to good governance, stronger engagement with contractors, and more reliable delivery of infrastructure projects across the province.
