The Philippine government has launched its largest estero clean-up drive, deploying 10,000 TUPAD workers under the Expanded Bayanihan sa Estero Program starting July 1, 2026. The initiative aims to reduce flooding in communities and major thoroughfares across Metro Manila.
Executive Secretary cites presidential directive
According to Executive Secretary Ralph Recto, the intensified operations are in line with President Ferdinand Marcos Jr.'s order to strengthen measures protecting communities frequently affected by heavy rains and flooding. “Alam natin ang hirap na dinaranas ng ating mga kababayan tuwing bumubuhos ang malakas na ulan. Kaya pinalawak natin ang programang ito para mas mabilis nating maalis ang bara sa mga estero at daluyan ng tubig at mabawasan ang pagbaha. Continuous ito ngayong taon,” Recto said.
Multi-agency collaboration
The Metropolitan Manila Development Authority (MMDA) leads the program in partnership with the Department of Labor and Employment (DOLE). Beneficiaries of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program will perform cleaning, mud and waste removal, and regular maintenance of major esteros and canals in Metro Manila starting this month.
The expanded program follows a meeting led by Recto with the Department of Transportation (DOTr), Department of Public Works and Highways (DPWH), MMDA, and DOLE to accelerate the government's rainy season preparations and strengthen inter-agency action against flooding in Metro Manila. “Habang isinusulong natin ang mga pangmatagalang solusyon, ito ang agarang hakbang na makatutulong sa ating mga komunidad,” Recto added.
