President Ferdinand Marcos Jr. has officially launched a major nationwide initiative to combat the persistent flooding problems that plague many urban areas across the Philippines. The program, named Oplan: Kontra Baha, represents a significant step forward in the government's flood mitigation efforts.

High-Profile Launch for Critical Initiative

The launching ceremony, held on November 13, 2025, was attended by key figures from both government and private sectors. President Marcos was joined by DPWH Secretary Vince Dizon, demonstrating the administration's commitment to the project. The event also saw participation from prominent business leaders, including MPIC and MPTC Chairman Manny Pangilinan and SMC Chairman and Chief Executive Officer Ramon Ang, highlighting the collaborative nature of this national effort.

Comprehensive Flood Control Strategy

The Kontra-Baha program involves a multi-faceted approach to addressing the country's drainage and water management challenges. The comprehensive strategy includes large-scale dredging, desilting, and clearing of waterways, esteros, and drainage systems to restore their natural flow capacity and prevent overflow during periods of heavy rainfall.

Beyond waterway maintenance, the project will implement permanent infrastructure solutions, including the installation of flood control structures and pumping stations in identified flood-prone areas. This combination of maintenance and new infrastructure aims to provide long-term protection for vulnerable communities.

Private Sector Commitment to Cleanup

As part of the broader initiative, NLEX Corporation has pledged its support through targeted cleanup operations in strategic waterways across Valenzuela, Caloocan, and Manila. The corporation will focus particularly on waterways connected to major highways and drainage channels, recognizing the critical role these conduits play in overall flood management.

This commitment builds on NLEX's previous successful cleanup drive conducted from August to September 2025 in several creeks in Valenzuela. During that operation, the corporation removed tons of waste and silt that had been contributing to flooding in nearby communities, demonstrating the tangible benefits of such targeted interventions.

The Oplan: Kontra Baha initiative represents a coordinated national response to a problem that affects millions of Filipinos annually, particularly during the rainy season. With both government agencies and private corporations aligning their efforts, the program aims to significantly reduce waterlogging and improve the resilience of urban drainage systems across the country.
