President Ferdinand Marcos Jr. has taken decisive action to address Metro Cebu's persistent flooding problems by launching a comprehensive waterways clearing initiative and announcing plans for specialized flood control infrastructure.

On November 21, 2025, President Marcos led the inauguration of the Oplan Kontra Baha Metro Cebu Waterways Clearing and Cleaning Operations at the Mahiga Creek Bridge, located on the boundary between Mandaue City and Cebu City. This marks the President's second visit to Cebu Island this month, demonstrating the administration's commitment to solving the region's flooding crisis.

The event was attended by Department of Public Works and Highways Secretary Vince Dizon and local chief executives from Cebu, highlighting the collaborative approach between national and local governments in addressing this critical issue.

Sabo Dam Infrastructure Plan

President Marcos revealed an ambitious plan to construct Sabo-designed dams in several major waterways across Metro Cebu. These specialized structures will be built in upland areas and mountain barangays along key river systems to control the downflow of large water volumes to lowland communities.

"These Sabo dams or small dams that will be built starting from the mountains will control the flow of water," President Marcos explained to reporters. He emphasized that these critical structures, though small in scale, will play a vital role in preventing destructive flash floods similar to those caused by Typhoon Tino on November 4, which resulted in significant property damage and casualties.

Comprehensive Flood Management Strategy

The administration is seeking additional budget support to install these Sabo structures across multiple watersheds in Cebu. This upstream approach will complement ongoing dredging operations being carried out by national agencies, local government units, and private-sector partners.

President Marcos stressed that upstream controls must work hand-in-hand with dredging efforts in the seven major rivers across Metro Cebu. He noted that years of silt buildup and obstructed channels have significantly increased flood risks throughout the metropolis.

Hydrologists will determine the optimal locations for these additional structures, ensuring scientific precision in the government's flood mitigation efforts. The comprehensive strategy represents a long-term solution to a problem that has plagued Metro Cebu for decades.
