The Government Service Insurance System (GSIS) has launched a groundbreaking fully automated and paperless system for retirement and life insurance claims, marking a significant digital transformation for government service benefits in the Philippines.

Digital Revolution for Retiring Members

Announced on Friday, November 14, 2025, the new system enables inactive GSIS members to submit and track their applications exclusively through the enhanced Touch mobile application. This initiative represents a major shift from traditional paper-based processing to a streamlined digital experience.

In accordance with GSIS Memorandum Circular No. 068, series of 2025, government agencies are now mandated to electronically transmit crucial documents for retiring personnel. This includes service records, retirement dates, and Leave Without Pay certifications, which must be submitted at least 20 working days before the retirement takes effect.

Enhanced Features and Security

GSIS President and General Manager Wick Veloso emphasized that the transition to digital pre-processing eliminates manual paperwork and accelerates benefit validation. "We want our retiring members to experience a smooth and worry-free transition," Veloso stated in an official news release. "By shifting pre-processing to a digital and agency-driven workflow, GSIS can validate records earlier and retirees no longer need to submit paper documents."

The upgraded GSIS Touch app incorporates several innovative features:

  • Secure facial authentication for filing retirement, separation, and life insurance claims
  • Real-time viewing of tentative benefit computations
  • Application status monitoring through the Transaction Monitoring System
  • Automatic text message and email notifications when records are reconciled
  • Direct bank account crediting for approved benefits

Advancing Service Delivery Nationwide

This digital filing initiative supports GSIS's "Ginhawa (Convenience) for All" thrust by promoting greater accessibility, transparency, and faster service delivery for members and pensioners across the country. The online facility is specifically designed for retiring members covered under Republic Act No. 8291.

The transformation to a paperless system not only reduces processing times but also minimizes physical contact requirements, making the retirement claims process more efficient and member-friendly. This move positions GSIS at the forefront of digital government service innovation in the Philippines.
