The Government Service Insurance System (GSIS) has reaffirmed its commitment to transforming public service through direct member engagement, following the successful conclusion of its 2025 NCR Stakeholders' Dialogue in Quezon City.
Open Forum Drives Meaningful Change
Held on November 19, 2025, at the VS Hotel and Convention Center, the full-day event brought together hundreds of GSIS members, pensioners, and representatives from various government agencies. The dialogue served as a crucial platform for addressing concerns about loan policies, pension processing, digital services, and other frontline programs.
GSIS President and General Manager Wick Veloso emphasized the transformative power of member feedback during his address. "We are here to listen so we can better understand how to make your transactions with GSIS easier and more convenient," Veloso stated, acknowledging that many institutional improvements originated from member suggestions during similar forums.
"Every improvement you see started with someone speaking up in a dialogue like this one. Your feedback is the trigger for real change," he added, highlighting the agency's responsive approach to service enhancement.
Tangible Results from Member Input
Veloso pointed to specific policy changes that directly resulted from member feedback, including the significant removal of down payment requirements for members purchasing GSIS housing units they currently rent. Under the new policy, monthly rent payments will now count toward amortization, making home ownership more accessible for government employees.
The open forum component allowed for direct exchanges between members and GSIS officials, providing unfiltered insights into the needs and challenges faced by the GSIS community. Officials noted that these candid conversations are essential for developing targeted solutions that address real-world concerns.
Recognition and Collaboration
The event also featured the recognition of top-performing government agencies for excellence in several categories:
- Loan and premium collections
- Reduced past-due rates
- Digital collaboration
Among the awardees were CHED Region 4-B (Mimaropa), the University of the Philippines System, Quirino Memorial Medical Center, the House of Representatives, the National Kidney and Transplant Institute, the Philippine National Police, the Anti-Red Tape Authority, the Public Attorney's Office, the National Housing Authority, the Department of Transportation – MRT 3, and the Commission on Audit.
Acting Philippine National Police chief, Lt. Gen. Jose Melencio Nartatez Jr., representing the awardees, emphasized the importance of accountability and good governance in public service. He noted that GSIS reforms are making systems "clearer, faster, and more reliable" for government workers across the nation.
Digital Innovation and Security Focus
The dialogue included significant discussions on digital transformation, with GSIS presenting enhancements to its mobile app and online platforms. These improvements focus on strengthened security features and improved user experience, addressing growing concerns about digital fraud.
Scam Watch Pilipinas co-founder Jocel De Guzman addressed the increasing threats of digital fraud targeting government employees, highlighting the importance of vigilance and education in combating cybercrime.
UP Diliman Chancellor Edgardo Carlo Vistan II, who delivered the keynote speech, praised GSIS for its collaborative approach to institutional reform. He emphasized that the theme "Basta sama-sama, tuloy-tuloy ang ginhawa" reflects a shared commitment to meaningful progress through institutional alignment and shared purpose.
Veloso, joined by GSIS Trustees Beatriz Torno, lawyer Garry De Guzman, and Gilbert Sadsad, confirmed that GSIS will continue holding regional dialogues to reinforce transparency and accountability across all its services.
