The Bureau of Internal Revenue (BIR) has taken a significant step to enhance taxpayer protection and transparency with the launch of a new digital verification tool. This initiative follows a period of internal reforms aimed at addressing critical issues within the agency's audit processes.

Background: Audit Suspension and Reforms

On November 24, 2025, the BIR suspended all audit operations through Revenue Memorandum Circular (RMC) 107-2025. This suspension was implemented to recalibrate audit procedures, strengthen internal controls, and tackle longstanding problems that had eroded taxpayer confidence. Key issues included the proliferation of fake letters of authority (LOAs), unauthorized audits, and inconsistent practices among revenue officers.

The hiatus provided the BIR with an opportunity to rebuild its audit framework from the ground up. After completing these internal reforms, the agency lifted the audit suspension through RMC 82026, allowing audit activities to resume. However, this resumption came with stricter safeguards and enhanced verification protocols to prevent past abuses.

Introduction of the LOA Verifier

In this reformed context, the BIR introduced RMC 52026, which launched the LOA Verifier. This new digital feature is integrated into Chatbot REVIE, the BIR's online assistance platform. The tool is designed to empower taxpayers by enabling them to confirm whether an LOA is genuine and officially issued by the BIR.

To use the LOA Verifier, taxpayers must input three key pieces of information:

  • The taxpayer identification number (TIN)
  • The taxpayer's name as registered with the BIR
  • The LOA case number as stated on the document

Upon submission, the system provides one of two responses:

  1. "LOA FOUND" – This confirms the LOA's validity and authenticity.
  2. "LOA NOT FOUND" – This indicates the LOA may be fraudulent or invalid, and directs taxpayers to email contact_usLOA@bir.gov.ph with a copy of the LOA and required details for manual verification.

Enhanced Safeguards and Accountability

The LOA Verifier represents a key safeguard emerging from the reforms implemented during the audit suspension period. With audits now reinstated, the BIR emphasizes that validating LOAs is crucial before any engagement with revenue officers. This is because an LOA is the exclusive and mandatory authority for a revenue officer to examine a taxpayer's books and records.

Any examination conducted without a valid LOA is legally void, highlighting the importance of providing taxpayers with a means to authenticate such documents swiftly and independently.
