Interior and Local Government Secretary Jonvic Remulla has issued a clear and firm reminder to all foreign tourists visiting the Philippines: respect the Filipino people and adhere strictly to the nation's laws. This statement comes in the wake of recent high-profile arrests involving two foreign vloggers who allegedly created and shared offensive and threatening online content while in the country.

Recent Cases Highlight the Issue

The reminder follows the apprehension of two individuals whose actions have sparked public outrage. In Dumaguete City, Estonian vlogger Siim Roosipuu was arrested after being declared persona non grata in Negros Oriental. He faces multiple charges, including harassment, illegal video recording, making defamatory statements, and producing content that demeans Filipinos. One particularly egregious video reportedly featured him comparing Filipinos to monkeys, which authorities deemed highly disrespectful and inflammatory.

Additionally, Roosipuu is accused of overstaying his visa, compounding his legal troubles. He is set to face prosecution under the Anti-Photo and Video Voyeurism Act and the Cybercrime Prevention Act, highlighting the government's commitment to enforcing digital and privacy laws.

Another Vlogger Apprehended in Quezon City

In a separate incident, Russian vlogger Nikita Chekhov was arrested in Quezon City after his videos went viral. In these clips, he allegedly threatened to spread HIV and used profane language directed at Filipinos. The Department of the Interior and Local Government (DILG) later clarified that Chekhov tested negative for HIV and other sexually transmitted diseases (STDs), suggesting his statements were made merely to gain online notoriety and shock value.

This case underscores the potential harm of sensationalist content and the swift response of Philippine authorities to such provocations.

Government's Stance on Tourism and Respect

Secretary Remulla emphasized that while tourism is a vital component of the Philippine economy, the government will not tolerate any form of abuse or disrespect from foreign visitors. "We welcome tourists with open arms, but we expect them to honor our hospitality and comply with our legal framework," he stated. This message reinforces the balance between promoting tourism and safeguarding national dignity and security.
