The northern part of Aurora province is on the brink of a major tourism transformation. The Aurora Pacific Economic Zone and Freeport Authority (APECO) has announced a massive P220-million infrastructure initiative designed to catapult the region into a premier sustainable destination.
Major Projects to Enhance Accessibility and Appeal
This significant investment is strategically aimed at improving critical infrastructure. The goal is to enhance access, upgrade facilities, and make the area more attractive and ready for private sector investors. APECO President Gil Taway IV expressed confidence that these developments will be the key to unlocking Northern Aurora's vast, untapped tourism potential.
The rollout includes several high-impact, phased projects within the APECO ecozone in Casiguran. A cornerstone of this blitz is the P52-million Phase 1 of a new convention center. This facility is intended to support the MICE (Meetings, Incentives, Conferences, and Exhibitions) sector, helping to diversify the tourism offerings beyond leisure travel.
Upgrading Leisure and Aviation Infrastructure
Leisure amenities are also getting a major boost. Phase 2 of the Grand Lagoon development is scheduled to commence in March 2026. This continues an ongoing P50-million project that will expand offerings to include gondolas, glamping sites, and curated retail spaces, all designed to significantly enhance the visitor experience.
To support tourism-related businesses, one of three new buildings, representing a combined investment of P40 million, is set to open its doors as early as this January. These structures will provide flexible office spaces, co-working areas, and venues for enterprises and services linked to the tourism industry.
Perhaps most crucial for long-term growth is the upgrade to aviation infrastructure. APECO has slated the construction of a P35-million airport terminal for March 2026, followed by a P43-million air traffic control tower in April 2026. These projects are expected to improve airport operations, enhance safety and efficiency, and lay the groundwork for future commercial flight services to Northern Aurora.
A Sustainable Path Forward
President Taway emphasized that these projects are not just about construction but about creating a sustainable ecosystem for growth. By improving roads, facilities, and airport infrastructure, APECO aims to send a strong signal to the private sector. The authority believes that this foundational work will eventually attract the private investment needed for the region to fully flourish.
The phased approach ensures that development is managed and aligned with the principle of sustainable tourism growth. The overarching vision is to position Northern Aurora, particularly Casiguran, as a competitive and inviting destination that balances economic opportunity with environmental and social responsibility.
