Philippines Tourism Sector Shows Strong Recovery with 6.4 Million Visitors in 2025

The Department of Tourism (DOT) announced on Tuesday, January 20, 2026, that the Philippines welcomed a total of 6.4 million inbound arrivals in 2025, generating an impressive P694 billion in preliminary tourism receipts. This significant achievement highlights the resilience of the country's tourism industry amid ongoing global and domestic challenges.

Detailed Breakdown of Visitor Arrivals

According to data from the Bureau of Immigration, the Philippines recorded 5,940,975 foreign visitors in 2025. This figure includes cruise passengers and other categories not fully captured in the eTravel system. Additionally, 543,085 returning overseas Filipinos contributed to the total inbound arrivals, bringing the final count to 6,484,060 for the year.

While these numbers remain below the pre-pandemic levels seen in 2019, the DOT emphasized that this outcome was achieved despite numerous obstacles. These challenges included travel alerts from key markets and fiscal constraints that impacted the sector's recovery efforts.

Key Milestones and Strategic Initiatives

The DOT reported several important milestones for 2025, demonstrating the sector's progress beyond mere arrival statistics. Notable achievements include:

  • The arrival of the Michelin Guide in the Philippines, elevating the country's culinary tourism profile.
  • Hosting the first Terra Madre Asia and the Pacific event, promoting sustainable food practices.
  • The launch of 19 new international direct flight routes, connecting major Philippine hubs like Manila, Cebu, Clark, Iloilo, and Kalibo to cities across Asia, Oceania, North America, and Eastern Europe.
  • Recording 136 cruise calls carrying 56,040 passengers and 15,071 crew members, boosting maritime tourism.

Furthermore, the DOT highlighted the growth of niche tourism markets, such as the successful hosting of the SALAAM 2025 Expo, a Muslim travel trade show that generated approximately P1.8 million in sales. As of December 15, 2025, Muslim-Friendly Accommodation Establishments have been officially recognized nationwide, underscoring the sector's inclusivity.

Guided by the National Tourism Development Plan 2023–2028, the DOT remains committed to enhancing connectivity, safety, workforce skills, and service standards. The agency stressed that tourism performance should not be measured solely by arrival numbers, citing strong domestic travel, value creation, and job generation as critical indicators of success.

DOT Secretary Christina Garcia Frasco praised the collective efforts of tourism workers, local governments, private firms, and communities. "Whatever gains we have made this year are only made possible because of the hard work of our tourism workers and stakeholders," she stated. "Despite challenges beyond our control, they remained resilient, innovative and committed to service, ensuring that tourism continues to generate jobs, livelihoods and opportunities for millions of Filipinos."
