A 2025 Forbes report confirms that aside from service animals, most airlines impose strict rules, with only a handful allowing small pets like cats, dogs, or even rabbits and birds in the cabin.

Philippine Airlines (PAL) has officially launched FurPAL, a groundbreaking service that permits small dogs to travel inside the passenger cabin on selected domestic routes. The service opened for booking on November 12, 2025, with the first flights scheduled to begin on December 1, 2025.

This initiative initially connects travelers and their pets to popular island destinations such as Boracay, Bohol, and Siargao. While the program is currently limited to smaller canine breeds, the airline has indicated that larger dogs and other types of pets may be included in the future as safety protocols and regulations continue to develop.

Understanding the FurPAL Requirements

To ensure a safe and comfortable journey for all passengers—both human and animal—FurPAL enforces a clear set of guidelines. The dog must weigh no more than 10 kilograms and be at least eight weeks old and fully weaned.

The pet carrier is a critical component of the service. It must be soft-sided, leak-proof, and well-ventilated. It needs to be lined with absorbent pee pads and be small enough to stow under the seat in front of the owner. Pets are required to remain inside their carriers throughout the entire flight.

Documentation is equally important. Owners must provide several travel documents, including:

  • A valid veterinary health certificate
  • Proof of updated vaccinations
  • A completed airline waiver
  • A shipping permit from the Bureau of Animal Industry

Sedation of pets is strictly prohibited. These measures are supported by advanced aircraft safety features, such as hospital-grade HEPA filters that remove up to 99.99% of airborne particles and the use of eco-friendly disinfectants for cabin cleaning before every flight.
