The Western Mindanao Naval Command (WMNC) seized approximately P113.6 million worth of smuggled cigarettes during two separate law enforcement operations in the provinces of Sulu and Basilan on May 23-24, 2026, an official confirmed on Wednesday, May 27, 2026.
First Operation in Sulu
Rear Admiral Constancio Arturo Reyes Jr., commander of WMNC, reported that the first operation took place on May 23, 2026, near the island town of Banguingui, Sulu. Naval operatives intercepted the vessel FB Sea Dragon, which was carrying 282 master cases of undocumented cigarettes. The estimated value of the seized contraband was placed at P42.7 million.
Second Interdiction in Basilan
On May 24, 2026, a second successful operation was conducted near Sibago Island in Hadji Mohammad Ajul, Basilan. Authorities apprehended the motor banca Lappas, which was found transporting approximately 473 master cases of undocumented cigarettes. The estimated value of this seizure was around P70.9 million.
Legal Violations and Procedures
According to Reyes, naval personnel immediately conducted boarding, inspection, and verification procedures, which confirmed that the cargoes lacked the necessary legal documents and permits. The apprehended crew members failed to present proof of lawful transport and possession of the cargoes, leading to the seizure of the vessels and the arrest of their personnel. They are facing charges for violation of Republic Act 12022, also known as the Anti-Agricultural Economic Sabotage Act.
The seized vessels and illicit cargoes were subsequently transported to Ensign Majini Pier at Naval Station Romulo Espaldon in Calarian village, Zamboanga City. There, they will undergo inventory and documentation before being turned over to the Bureau of Customs, Port of Zamboanga, for appropriate disposition.

Reyes emphasized that these successful operations highlight the sustained maritime security and anti-smuggling efforts of the WMNC in safeguarding the maritime approaches of Western Mindanao. The command remains committed to preventing the entry of smuggled goods and upholding the rule of law in the region.
