Cebu Governor Launches Education Secretariat to Tackle Illiteracy

Governor Pamela Baricuatro of Cebu has officially created the Cebu Provincial Education Secretariat (PedS) through Executive Order No. 19, aiming to resolve the alarming high data of children in the province who struggle with reading and comprehension. This new office will be directly responsible for monitoring and enforcing programs designed to enhance the quality of education for students throughout the entire region.

Addressing Literacy Challenges in Cebu

According to the Comprehensive Rapid Literacy Assessment (CRLA) conducted by the Second Congressional Commission on Education (EDCOM II), several cities in Cebu have reported significant percentages of children facing reading difficulties. Talisay City leads with the highest rate at 50.2 percent, followed by Cebu City at 46.85 percent, Lapu-Lapu City at 45.64 percent, and Toledo City at 43.83 percent. Other affected areas include Danao City, Bogo City, and the City of Naga.

Root Causes and Strategic Initiatives

The government has previously identified malnutrition and stunting as key factors contributing to these literacy issues, as these conditions can hinder children's ability to focus and understand lessons in the classroom. As part of its mandate, the PedS will oversee and evaluate nutrition and feeding programs, particularly targeting Early Childhood Care and Development. Additionally, it will manage educational assistance initiatives and utilize data analytics to ensure effective solutions are implemented to alleviate this pressing problem across the province.
