Cebu Provincial School Board Greenlights P1.7 Billion Education Budget for 2026
In a significant move to bolster educational infrastructure and support, the Cebu Provincial School Board (PSB) has officially approved a substantial P1.7 billion education budget for the year 2026. The approval came during the board's inaugural meeting of the year, marking a strong commitment to educational advancement in the province.
Governor Announces Major Funding Allocation
Governor Pamela Baricuatro, who chairs the PSB, made the announcement during a press conference held on Wednesday, February 18, 2026. She emphasized that the funding, which is sourced from the Special Education Fund (SEF), is strategically designed to ensure that no Cebuano learner is left behind in accessing quality education.
"Education is the foundation of our future. When we invest in our schools, we invest in the dreams of every Cebuano child. Our goal is clear — to create learning environments that are safe, inclusive, and responsive to the needs of our students and teachers," Governor Baricuatro stated, highlighting her administration's unwavering priority on education.
Immediate Allocation for Priority Programs
Of the total P1.7 billion budget, approximately P1.4 billion has been immediately earmarked for critical priority programs and essential infrastructure projects. This proactive allocation aims to address pressing educational needs across the province.
A major highlight of the budget is the allocation of P700 million for the development of 'smart classrooms.' This initiative is focused on promoting technology-enabled learning environments, equipping students with modern tools to enhance their educational experience.
Additionally, P295.9 million has been designated for the construction of temporary learning shelters. These shelters are urgently needed to replace classrooms that were damaged by the devastating earthquakes in 2025. According to the Department of Education (DepEd) 7, a total of 269 classrooms in Cebu were affected by the seismic events, a figure that aligns with the Provincial Capitol's post-disaster needs assessment.
Comprehensive Support for Learners and Schools
The PSB has also approved a substantial P335.9 million allocation for school supplies, instructional materials, and other operational necessities for learners spanning from kindergarten to Grade 12. This funding ensures that students have access to the basic resources required for effective learning.
Further allocations include:
- P13 million for armchairs to improve classroom furniture.
- P10 million for sports equipment to support physical education and athletic programs.
- P3.48 million for early childhood education materials, including ukuleles to foster creative development.
- P30 million for literacy and numeracy recovery programs aimed at addressing learning gaps.
Enhanced Support for Educational Activities and Personnel
The budget also sets aside funds for teacher and personnel training, educational research, and school governance support, ensuring that educators are well-equipped to deliver high-quality instruction.
Financial assistance has been approved for student participation in various extracurricular and competitive events, including:
- The Cebu Provincial Sports and Cultural Festival.
- The Central Visayas Regional Athletic Association meet.
- The Palarong Pambansa.
Support extends to campus journalism, science and math fairs, scouting programs, student leadership development, special education initiatives, and cultural activities, reflecting a holistic approach to student growth and engagement.
