Lapu-Lapu City College (LLCC) is facing intense scrutiny after part-time instructors reported significant delays in receiving their honoraria for the first half of November 2025, raising concerns about financial management despite the institution having access to a substantial annual budget.
Budget Availability vs Payment Delays
The payment delays occurred despite LLCC having access to its P64.3 million annual budget for 2025, allocated by the City Government specifically to ensure smooth operations and timely compensation for educators. Councilor Annabeth Cuizon, who chairs the Committee on Education, expressed surprise at the situation given the available funds.
"Given that the funds are readily available, this problem came as a surprise and a serious concern," Cuizon stated during her interview with SunStar Cebu on Monday, November 24, 2025. The councilor learned about the payment issues over the weekend and immediately took action.
Immediate Investigation Launched
In response to the developing situation, the Committee on Education has instructed LLCC's administrator to provide a comprehensive account of how the college's funds have been utilized. The committee is also demanding a clear outline of measures that will prevent similar payment delays in the future.
Cuizon emphasized the local government's commitment to oversight, stating, "Our educators deserve nothing less than prompt and fair compensation. Rest assured, we are taking this matter seriously and will act decisively to protect the welfare of our teaching community."
Accountability and Transparency Demanded
The councilor clarified that while the City Government provides the budget allocation, day-to-day management of the college falls under the responsibility of LLCC's own administrator. This includes overseeing daily operations and ensuring proper fund allocation for personnel and other mandatory expenses.
"Accountability will be strictly pursued," Cuizon asserted, highlighting the need for greater diligence and transparency within LLCC's internal administration. She confirmed that any violations discovered during the investigation would face consequences under civil service rules, particularly the Omnibus Rules on Appointments and Other Human Resource Actions.
As of Monday, November 24, 2025, SunStar Cebu's attempts to obtain comment from LLCC administration remained unanswered. The college has not released any official statement regarding the payment delays or the ongoing investigation.
