Motorcycle Lanes in BanTal: Solution or Added Traffic?

Traffic congestion along the Banilad-Talamban (BanTal) corridor has long been a nightmare for drivers and commuters in Cebu. Recently, the Cebu City Transportation Office (CCTO) announced that it would soon implement “motorcycle lanes” along Governor Cuenco Avenue, aiming to reduce accidents and improve traffic flow.

CCTO Plans for Motorcycle Lanes

According to CCTO Assistant Department Head Kent Jongoy, road markings will be installed starting next week, followed by an information campaign before strict enforcement begins in July. The goal is to organize motorcycles, preventing them from weaving dangerously between vehicles—a common cause of collisions. The CCTO reports that 20 to 30 motorcycles are apprehended daily for counterflowing.

Concerns Over Narrow Roads

Despite good intentions, there is a major concern: could the motorcycle lane actually worsen traffic on BanTal? Even now, when vehicles can use the full width of the road, congestion is severe, especially during rush hour. BanTal is already narrow, and while the CCTO clarified that the lane is not exclusive and can be used by cars and PUVs when turning or entering establishments, dividing the limited space may only add to the gridlock.

Alternative Infrastructure Solutions

Instead of squeezing a small road further, why not seek a larger, more radical infrastructure solution? A better approach might be to extend the flyover at the Mabolo-Apas intersection all the way to Talamban and make it four lanes. Through this, vehicles traveling straight would use the flyover, while those heading to Banilad or not going all the way to Talamban would stay on the ground level. This would effectively separate traffic flows and reduce congestion below.

Need for Discipline and Infrastructure

Road discipline and driver education are crucial, but they must be accompanied by proper and adequate infrastructure. Without it, the motorcycle lane in BanTal might not be a solution but another added burden on the road.
