Metro Cebu Launches Major Septage Treatment Plant with Japanese Support

Metro Cebu is taking a significant step toward a cleaner and healthier future. On Wednesday, February 19, 2026, officials gathered at the North Reclamation Area to break ground on a new septage treatment plant, a project spearheaded by the Metropolitan Cebu Water District in partnership with the Japan International Cooperation Agency.

Doubling Capacity to Combat Pollution

The existing facility currently processes only 120 cubic meters of waste sludge per day, which is insufficient for the rapidly growing urban area. The new plant will add 150 cubic meters of daily capacity, bringing the total to 270 cubic meters per day. This more than doubling of treatment capacity is designed to prevent untreated sewage from contaminating local rivers and beaches, thereby enhancing public health and environmental safety.

A Collaborative Effort for Community Health

Cebu City Mayor Nestor Archival joined Japanese Consul General Yudai Ueno, along with representatives from Jica and Toda Corporation, to mark the start of construction. Mayor Archival emphasized the project's critical role, stating, "This facility is an important investment in the health of our people and the protection of our environment. Proper septage management is essential in keeping our waterways clean and ensuring a safer and more sustainable Cebu City."

Decades in the Making: A Timeline of Progress

The North Reclamation Area has long been a focal point for water cleanup initiatives. The land was originally donated to the city in 1981, with plans for a treatment plant dating back to 1995. Recent developments have accelerated the project:

  • 2019–2022: The city transferred control of the plant to MCWD for operational management.
  • 2023: A formal grant agreement was signed between Japan and the Philippine government.
  • 2026: Construction officially commences, supported by the Cebu City Government and the City of Yokohama.
