In a significant move to enhance healthcare accessibility, the Department of Health (DOH) has established a price ceiling for confirmatory human immunodeficiency virus (HIV) testing across the Philippines. This initiative aims to standardize costs and protect clients seeking essential diagnostic services.

Standardized Fees for Equitable Access

According to Department Circular No. 2026-0057, issued on February 6, 2026, the DOH has fixed the recommended maximum allowable fee for HIV confirmatory testing at P2,800.00. This cap applies to the Rapid HIV Diagnostic Algorithm (rHIVda) conducted by both government and private clinical laboratories.

The department strongly encourages all facilities to align their charges within this amount to promote standardization, transparency, and client protection. In a statement, the DOH emphasized that consistent application of this guidance will help foster equitable access to confirmatory HIV testing services while supporting quality laboratory operations.

Comprehensive Fee Structure and Transparency Measures

The P2,800 fee is designed to be all-inclusive, covering:

  • Cost of test kits
  • Reasonable administrative and operational expenses
  • Turnaround time
  • Other related services

Additional fees beyond this recommended amount are discouraged unless clearly justified and communicated to clients in advance. To ensure transparency, laboratories must clearly post this amount in conspicuous areas and make it readily accessible to the public, enabling informed decision-making among clients.

Scope and Implementation Across Licensed Laboratories

As of December 31, 2025, there are 193 DOH-licensed clinical laboratories using rHIVda nationwide. All these facilities are mandated to cater to referrals for HIV confirmatory testing from within and outside their respective cities and regions, ensuring widespread service availability.

This regulatory measure reflects the DOH's commitment to improving public health outcomes by making critical diagnostic services more affordable and transparent for all Filipinos.
