In a significant development for public safety, the Cebu Police Provincial Office (CPPO) has announced a remarkable 47 percent reduction in cases of violence against women and children (VAWC) during the first two months of 2026. The statistics reveal a drop from 259 incidents in the same period last year to just 137 cases this year, marking a substantial improvement in community welfare.

Detailed Breakdown of the Decline

Specifically, violence against women (VAW) cases decreased by 35 percent, falling from 133 to 86. These cases encompass a range of offenses, including violations of the Anti-VAWC Act, acts of lasciviousness, rape, concubinage, and breaches of the Safe Spaces Act. The positive trend highlights the effectiveness of targeted interventions in addressing gender-based violence.

Attributing Factors to the Success

At the recent "Hisgutan Ta!" media forum, PLt. Ritchil Tesoro, Chief of the CPPO Women and Children’s Protection Desk (WCPD), credited the decline to comprehensive prevention efforts. House-to-house visitations and community dialogues have been pivotal in raising awareness and fostering a culture of vigilance. Tesoro emphasized that these proactive measures are designed to empower residents and deter potential offenders.

Enforcement and Community Programs in Action

Taking decisive action, the CPPO served 107 arrest warrants for suspected VAWC perpetrators in the first two months of the year, while 79 cases were formally filed in court. This robust enforcement underscores the commitment to holding perpetrators accountable.

The "Pulis sa Panimalay" program involves WCPD officers visiting at least 10 households per police station daily. During these visits, officers distribute informational flyers and engage household members in discussions about:

  • The legal consequences of rape and other forms of abuse
  • The critical importance of community vigilance
  • The necessity of early reporting to prevent escalation

Simultaneously, the "Pito Laban sa Abuso" initiative distributes whistles as tools for signaling danger and seeking immediate assistance. This program not only provides practical safety measures but also empowers communities to play an active role in preventing and addressing abuse, fostering a collective responsibility for protection.

Persistent Challenges and Ongoing Efforts

Despite the progress, challenges remain. Tesoro noted that while awareness and attitudes in Cebu have improved, there is still room for advancement in promoting gender equality. In some communities, verbal abuse or physical violence is sometimes normalized as part of marriage or treated as a private family matter. This mindset can lead victims to be urged by relatives or neighbors to reconcile with their abusers rather than pursue legal action.

"Violence inside the home should never be treated as a private family matter," Tesoro asserted. "Abuse is a violation of human rights and the law, and victims deserve protection and support from both the community and authorities."

Many victims hesitate to come forward due to fears of retaliation, family conflict, or loss of financial support from their partners. Tesoro encouraged victims to report abuse, assuring them, "You are not alone. The PNP is ready to help protect you and your children."

Support Systems and Confidentiality Assurances

Victims of violence can seek assistance from multiple channels, including:

  1. The Philippine National Police Women and Children Protection Desk
  2. Barangay VAWC Desks
  3. Municipal or City Social Welfare and Development Offices

Tesoro reassured the public that complaints are handled with utmost confidentiality. "Our investigators are well-trained in handling cases with professionalism and sensitivity, ensuring that you will feel safe and supported throughout the process," she stated. This commitment aims to build trust and encourage more victims to step forward, further reducing incidents and enhancing community safety in Cebu.
