Senate President Sherwin Gatchalian has urged the Department of Education (DepEd) to fast-track the hiring of school counselor associates in public schools as part of efforts to address rising incidents of school violence.
P2-billion allocation for 10,000 counselor positions
Under the 2026 national budget, P2 billion has been allocated to create 10,000 School Counselor Associate I positions, as mandated by the Basic Education Mental Health and Well-Being Promotion Act (Republic Act 12080). The law strengthens mental health support in basic education by requiring schools to establish programs and services that promote the mental well-being of students and school personnel.
It also mandates the hiring and deployment of qualified school division counselors, school counselors, and school counselor associates, while integrating mental health promotion, prevention, and intervention into the education system.

“We have allocated funds for the hiring of school counselor associates to guide students in developing good values and behavior, while ensuring their mental and emotional well-being,” Gatchalian said in Filipino.
The Senate president emphasized the vital role of school counselor associates in providing a safe space for mental health support, helping manage behavioral issues, and ensuring students stay on track with their academic and career goals.

The move comes amid growing concerns over school violence, which has prompted calls for more proactive mental health interventions. By placing trained professionals in schools, the government aims to create a supportive environment that can prevent conflicts and address underlying emotional issues before they escalate.
The DepEd is expected to prioritize the hiring process to ensure that the new positions are filled promptly, particularly in schools with high incidences of violence or limited access to mental health services.
