Cebu lawmakers split on VP Sara Duterte impeachment vote

Eight Cebu congressmen voted YES while four voted NO on the impeachment complaint against Vice President Sara Duterte during the plenary proceedings of the House of Representatives on May 11, 2026.

Cebu lawmakers who voted NO

The Cebuano legislators who voted NO were: Cebu City North District Representative Rachel Marguerite "Cutie" Del Mar, Cebu 3rd District Representative Karen Flores-Garcia, Cebu 4th District Representative Sun Shimura, and Malasakit@Bayanihan Party-list Representative Girlie Veloso.

The four congressmen explained that their decision was based on due process, the sentiments of their constituents, and concerns that the impeachment proceedings could divert the government's attention from more urgent issues such as inflation, food security, employment, and public safety.

"My vote reflects my belief that the nation is best served by stability, responsible governance, and unity of purpose," Veloso said.

Del Mar also stated that her decision represented the will of her constituents in the north district of Cebu.

Shimura explained that he heeded the call of the people of the Fourth District. "I have heeded your call, and I remain committed to standing for the best interests of the people I serve," he said.

Meanwhile, Garcia said she consulted with local officials and barangay captains before voting. According to her, many were worried that the impeachment would prevent Congress from addressing inflation, the energy crisis, and the rising prices of basic commodities.

Cebu lawmakers who voted YES

Those who voted YES were: Cebu 1st District Representative Rhea Mae Gullas, Cebu 2nd District Representative Edsel Galeos, Cebu 5th District Representative Duke Frasco, Cebu 6th District Representative Daphne Lagon, Cebu 7th District Representative Peter Calderon, Cebu City South District Representative Eduardo "Edu" Rama Jr., Lapu-Lapu City Lone District Representative Junard "Ahong" Chan, and Mandaue City Lone District Representative Emmarie "Lolypop" Ouano-Dizon.

National tally

Nationally, 257 lawmakers voted YES, 25 voted NO, and nine abstained, resulting in the approval of the Articles of Impeachment. The case will now be transmitted to the Senate for an impeachment trial.

House Justice Committee Chairperson Gerville Luistro led the defense of the committee report, which she said was the result of several months of hearings and documentation until the sufficiency in form and substance of the complaint was determined.

Duterte became the first elected Philippine official to be impeached twice by the House of Representatives. The Senate is expected to sit as an impeachment court, where conviction would require a two-thirds vote and could lead to her removal from office and perpetual disqualification from holding public office.
