Duterte Welcomes Probe into Davao Flood Control Projects

First District Representative Paolo "Pulong" Duterte has publicly stated that he welcomes any investigation into flood control projects in Davao City. This comes after ACT Teachers Party-list Representative Antonio Tinio called for a probe into allegedly anomalous infrastructure works.

Duterte's Firm Stance on Transparency

In a strong declaration, Duterte asserted that "Davao City has nothing to hide." He emphasized that he is "running from nothing and fears nothing," and believes it is better to clear the air through proper channels rather than rely on social media speculation. The congressman made these remarks in response to Tinio's push for the Independent Commission for Infrastructure (ICI) to examine the projects.

Duterte clarified his role, noting that while he assumed office in 2019, he was not directly responsible for designing, awarding, or implementing every project from 2019 to 2022. He pointed out that the Department of Public Works and Highways (DPWH) was the implementing agency, following its own established bidding procedures and processes.

Details of the Allegations and Inspection

Representative Antonio Tinio had previously claimed in a media interview that 80 out of 121 flood control projects in Davao City showed "red flags." He estimated the questionable projects to be worth around ₱4 billion, covering areas along the Davao River and Matina River. Allegations included overpricing, duplicate projects, and ghost projects.

Duterte revealed that the ICI, along with the Philippine National Police (PNP), Criminal Investigation and Detection Group (CIDG), and the National Bureau of Investigation (NBI), has already inspected his district. He stated that if authorities find evidence of "double funding," "overpricing," or "unfinished projects," an investigation should determine the root cause and beneficiaries. He believes this would stop the recurring narrative of blaming the Duterte family whenever an issue arises.

A Challenge and a Rebuttal

Duterte challenged Tinio to broaden his scope, suggesting he also investigate flood control projects in Luzon. He questioned why the focus was solely on Davao City and him personally, asking why Tinio had not targeted other districts with funding amounting to ₱20 billion, ₱30 billion, or even ₱50 billion.

"You're targeting me as if you're not being stupid. I'm not a member of the House Appropriations Committee and I do not work for DPWH," Duterte said. He stressed that he is not a contractor or DPWH engineer and did not sign any Notice of Award. His responsibilities, he explained, involve requesting audits, seeking updates, and coordinating with DPWH to expedite delayed projects.

In a statement on December 2, 2025, Duterte reassured the public, asserting he did not steal from any project, pocket money, or manipulate contracts. He emphasized that contractors who won the DPWH bidding process implemented the projects, which were later inspected, audited, and cleared. "Every peso that was allocated went through the process and spent in accordance with the guidelines laid out by law… it is all documented," he stated.

Tinio's Response and Ongoing Scrutiny

In response on December 3, 2025, Tinio characterized Duterte's remarks as sounding like "an indirect admission" regarding the alleged anomalies. "Thank you for your candor. We hope and expect that Rep. Duterte will fully cooperate in uncovering these anomalies," Tinio said, adding that all those involved from Davao to Malacañang should be held accountable.

The physical inspection of projects is already underway. On Wednesday morning, November 5, DPWH Undersecretary Arthur Bisnar, ICI Special Adviser Gen. Rodolfo Azurin Jr., and Mayor Benjamin Magalong arrived in Davao City. They inspected several sites, including the Road Slope Protection Structure at Jct. Shrine Hills and a damaged dike along Gravahan.

Duterte concluded that the truth will surface in the ICI hearing "with or without the political noise," criticizing Tinio for speaking on matters about which he allegedly lacks full knowledge of DPWH processes.
