18,000 Police to Secure Black Nazarene Feast in Manila

The Philippine National Police (PNP) is mobilizing a massive security force to ensure the safety and order of the upcoming Feast of the Black Nazarene in Manila. Acting PNP chief Lieutenant General Jose Melencio Nartatez Jr. has confirmed the police force's full preparedness for the major religious event.

Massive Police Deployment for Peace and Order

More than 18,000 police personnel will be strategically deployed to manage the crowds and maintain peace during the series of activities. These include the pahalik or the traditional kissing of the image at the Quirino Grandstand and the main Traslacion procession on January 9. The procession will trace its historic route from Intramuros to the Quiapo Church, with thousands of devotees expected to participate.

A unique feature of this year's security detail is the deployment of 800 "Hijos Police" by the National Capital Region Police Office (NCRPO). According to NCRPO Director Major General Anthony Aberin, these are police officers who are also devout followers of the Black Nazarene. They will integrate with the crowd, wearing the traditional maroon devotee shirt, and will assist in carrying the revered image during the Traslacion.

Security Coordination and Public Vigilance

Lieutenant General Nartatez emphasized that while no specific threats have been detected, the PNP remains on high alert. "So far, we have not monitored any threats related to security but we are closely monitoring the situation, including social media postings," Nartatez stated. He added that PNP teams are actively coordinating with local government units, marshals, and information officers to swiftly verify and act on any information.

The PNP chief called for public cooperation and vigilance to ensure a safe experience for all. He highlighted that safety is the top priority, with the ultimate goal that "everyone returns home safely after the procession."

Comprehensive Guidelines for Devotees

To prevent incidents, the PNP has issued a detailed list of prohibitions and advisories for participants. Devotees are strictly prohibited from bringing the following items:

  • Firearms, fireworks, and pyrotechnics
  • Glass water containers
  • Hoodies, caps, or hats
  • Bags, gadgets, and jewelry

Authorities also strongly discourage the participation of infants, young children, senior citizens, as well as individuals who are sick, pregnant, or intoxicated, due to the intense and crowded nature of the event.

For those joining, the PNP recommends:

  1. Wearing comfortable clothing and staying hydrated.
  2. Using only transparent bags for belongings.
  3. Packing light snacks and water.
  4. Familiarizing themselves with the procession route.
  5. Staying with their group and avoiding pushing.
  6. Seeking immediate help from volunteers or authorities if feeling unwell.

As part of the enhanced security measures, a gun ban will be enforced from January 8 to 10. Furthermore, the Manila City Government will implement a liquor ban within a 500-meter radius of Quiapo Church on January 9. The use of fireworks and firecrackers is also banned from January 8 to 9.
