The Cebu City Police Office (CCPO) is implementing a robust security plan for the upcoming Misa de Gallo, also known as Simbang Gabi, which begins on December 16, 2025. Police Colonel George Ylanan, chief of the CCPO, has coordinated with ground commanders and local churches to ensure safety during the traditional dawn masses.
Comprehensive Security Deployment for Churches and Communities
Police Colonel Ylanan revealed that the security strategy involves a significant visible presence at all churches holding Misa de Gallo. A large number of police officers will be stationed at church premises, while roving patrols will monitor surrounding neighborhoods. This dual approach addresses the concern that many homes are left vulnerable as residents attend the early morning masses.
To proactively deter crime, mobile patrol units will enter barangays to prevent incidents like theft. The police are specifically preparing for criminals who might exploit the busy Christmas season when people are distracted by holiday activities.
Focus on Preventing Youth Violence and Implementing Oplan Bulabog
A key concern for the police is preventing gatherings of young people that could lead to violence or "rambol" at churches during the masses. This concern is rooted in past incidents, including a shooting in Barangay Parian that resulted in loss of life.
To address this, Police Colonel Ylanan has reinforced Oplan Bulabog for nighttime operations. This initiative aims to curb young people from drinking and then proceeding directly to attend Simbang Gabi. Tactics will include inspections of drinking establishments, body searches, and the implementation of Oplan Bakal Sita to confiscate weapons.
The Goal: A Crime-Free Simbang Gabi Season
The overarching objective of the Cebu City Police Office is clear: to achieve zero crime throughout the entire Simbang Gabi period, from its start on December 16 until its conclusion on the evening of December 24, 2025. This comprehensive plan underscores the police force's commitment to ensuring that the spiritual tradition is observed in a peaceful and secure environment for all Cebuanos.
