The Philippine National Police (PNP) confirmed the arrest of a man following a shooting incident at the Senate on Wednesday evening, May 13, 2026.
Suspect Identified
During a press conference on Thursday, May 14, 2026, PNP Spokesperson Brigadier General Randulf Tuaño identified the arrested individual as Mel Oragon, 44 years old, from Camarines Norte. He was apprehended on the second floor of the building where gunshots were heard. Authorities recovered live ammunition and a magazine for an M16 rifle from the suspect.
NBI Connection Under Investigation
Reports indicated that the suspect is a driver for the National Bureau of Investigation (NBI), but Tuaño refrained from confirming this while the investigation is ongoing. “The investigation is currently ongoing. We cannot immediately believe this because there is floating information regarding his identity, and officially, no legitimate government-issued ID was recovered from him,” he said. He added that authorities are also looking into the suspect’s possible involvement in the shooting. Tuaño disclosed that the man will undergo paraffin testing.
Charges Filed
The suspect will face charges of illegal possession of firearms and ammunition, alarms and scandal, grave threats, direct assault with attempted homicide, and violation of Senate Security Regulation. In a press briefing in Malacañang, NBI Director Melvin Matibag stated that Oragon is not an official NBI employee but a “volunteer.” “He was assisting NBI agents at the GSIS (building),” Matibag said.
