Officials in Bukidnon province have announced a significant victory for peace and security. The municipality of Quezon has been formally declared free from insurgency, a milestone achieved on December 19, 2025.
Combined Strategy of Force and Community Programs
This declaration did not happen overnight. It is the result of a sustained, multi-year campaign involving the local government unit, the Philippine National Police (PNP), and the Armed Forces of the Philippines (AFP). The strategy blended tactical military operations with comprehensive social services and livelihood programs aimed at addressing the root causes of conflict.
Leading the security efforts was the 89th Infantry (Makatao) Battalion of the 1003rd Infantry Brigade, commanded by Lt. Col. Antonio G. Bulao I. Their approach combined focused military operations with persistent community engagement. This dual strategy successfully weakened local insurgent networks and fostered a strong rejection of armed groups among the populace.
Local Leaders and Residents Reject Insurgency
The turning point came when community leaders and residents themselves declared the Communist Party of the Philippines–New People’s Army (CPP-NPA) as persona non grata in Quezon. This public denouncement signified a critical shift in local support.
Mayor Pablo “Poling” Lorenzo III emphasized that the success was not solely due to security measures. He highlighted the importance of government programs designed to help former rebels, referred to as "friends rescued," reintegrate into peaceful civilian life through livelihood and social support.
Sustaining the Hard-Won Peace
While celebrating the achievement, officials are clear that the work is not over. Brig. Gen. Christopher M. Diaz, commander of the 1003rd Infantry Brigade, stated that troops remain deployed in the area to respond to any potential threats. He stressed that maintaining peace requires ongoing coordination between security forces, local authorities, and the community.
Quezon now joins a growing list of cleared areas in Bukidnon. Other municipalities and cities declared insurgency-free include:
- San Fernando
- Kadingilan
- Damulog
- Kitaotao
- Dangcagan
- Kibawe
- Don Carlos
- Maramag
- Valencia City
This progress builds upon the broader peace gains in Mindanao, including the 2022 declaration of the Davao Region as insurgency-free and the 2023 expansion of the 10th Infantry Division's operations into southern Bukidnon.
Maj. Gen. Alvin Luzon, commander of the 10th Infantry Division, outlined the next phase: security consolidation. The focus now shifts to preventing the return of armed groups. Luzon emphasized that lasting peace depends on three pillars:
- The continued delivery of basic services to communities.
- Responsive and effective local governance.
- Active participation from all residents in safeguarding their peace.
The declaration marks a new chapter for Quezon, offering its residents a more stable foundation for development and prosperity.
