Brigadier General Leon Victor Z. Rosete has officially reclaimed leadership of the Police Regional Office in the Davao Region (PRO-Davao), marking a significant return to a pivotal security role in Mindanao.
Ceremony and Command Transition
The formal reinstatement occurred on November 14, 2025, during a change of command ceremony held at Camp Quintin M. Merecido in Davao City. Presided over by Lieutenant General Bernard M. Banac, the PNP Deputy Chief for Administration, the event followed directives from PNP Director General Jose Melencio C. Nartatez Jr.
The proceedings adhered to established police protocols, featuring Arrival Honors, the official reading of termination and designation orders, and the symbolic handover of command, including the Office Property Equipment Inventory Book.
This transition sees Rosete succeeding Police Brigadier General Joseph R. Arguelles, who led the regional police force during Rosete's previous reassignment. In recognition of his service, Arguelles was honored with an award before assuming his new responsibilities at the Regional Police Command.
A Familiar Leader Returns
This appointment marks Rosete's second stint as the head of PRO-Davao. He was first appointed to the position in September of the previous year by then-PNP chief Gen. Rommel Marbil, taking over from Maj. Gen. Leo Francisco.
His initial leadership period concluded in June 2025, when a nationwide PNP reshuffle led to his recall to the national headquarters at Camp Crame. His return is widely viewed as a move to ensure continuity and reinforce ongoing directives within the regional police force.
Strategic Direction and Future Outlook
The leadership change is designed to ensure stability and maintain alignment with the broader reform agenda of the Philippine National Police. Officials emphasized that the transition supports the 'Bagong PNP sa Bagong Pilipinas' program, a nationwide campaign focused on enhancing professionalism, operational readiness, and community engagement.
Under Rosete's resumed command, PRO-Davao reaffirmed its commitment to public safety and delivering efficient police services across the region. The office stressed the importance of sustaining momentum in all police operations despite the change in leadership.
With his prior experience in the Davao Region and his recent exposure to national-level strategies at Camp Crame, Rosete's return is expected to bolster ongoing initiatives in crime prevention, peace and order, and community-based policing throughout Davao City and the wider regional area.
