Presidential Peace Adviser Secretary Carlito G. Galvez Jr. has lauded a crucial legislative move by the Bangsamoro Parliament, marking a significant leap toward the first regular parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
A Major Step Toward Democratic Transition
The Bangsamoro Parliament, in a special session held on January 12, 2026, successfully passed Parliament Bill No. 415 on its third and final reading. This new districting law, approved after extensive deliberations that lasted into the early hours, defines 32 single-member parliamentary districts across the BARMM.
Secretary Galvez emphasized that this action by the Bangsamoro Transition Authority (BTA) directly responds to the call of the Bangsamoro people for a fully functioning and democratic government. He stated that the law's passage aligns with the peace and reconciliation agenda of the Marcos Administration and its commitment to deliverables under all signed peace agreements.
Overcoming Legal Hurdles for a Credible Election
The approval of this legally-compliant redistricting framework is a critical requirement. Without it, the Commission on Elections (COMELEC) could not proceed with preparations for the parliamentary elections scheduled for March 2026, as mandated by the Bangsamoro Organic Law (BOL) and a Supreme Court directive.
Galvez acknowledged past legal challenges, including Supreme Court rulings that voided previous districting measures. "There have been setbacks and legal challenges. But they have been met with resolve and a renewed commitment to do what is right and lawful," he said, praising the BTA for rising to the occasion.
He explained that the new law ensures districts are drawn according to standards of contiguity, compactness, and equitable representation, meeting key benchmarks set by the BOL and the Supreme Court.

The peace adviser extended gratitude to key Bangsamoro leaders for their roles in this achievement. He thanked BARMM Chief Minister Abdulraof Macacua for certifying the bill as urgent and Parliament Speaker Mohammad Yacob for shepherding the legislative process.
Galvez stressed that the BTA's actions demonstrate its unwavering resolve to fulfill commitments under the Comprehensive Agreement on the Bangsamoro (CAB) and its responsibility to the region's 4.5 million constituents.

Galvez reiterated that the forthcoming elections are more than a political exercise. "The BARMM parliamentary elections will be a testament to the transformative power of the ballot in shaping the people’s future," he declared.
