Cebu City SK President Urged to Investigate Barangay Labangon SK

The Sangguniang Kabataan (SK) of Barangay Labangon in Cebu City is facing calls for an investigation after a concerned citizen urged Cebu City SK Federation President Rhea Jakosalem to address alleged failures within the youth council.

The request came from Jonel Saceda, known online as "Inday Josa Chiongbian Osmeña," through a Facebook post where he expressed his concerns about the SK Labangon under the leadership of Chairman Kim Kyle Buendia.

In his statement, Saceda clarified that his concerns do not stem from personal anger but from disappointment over the council's alleged failure to serve their constituents in the barangay. He wrote, "I write this letter not out of hatred, but out of deep concern and disappointment for the youth of Barangay Labangon. I write this not only as a concerned citizen, but as someone who genuinely loves this barangay and believes that the youth deserve leaders who are responsible, transparent, and accountable."

According to Saceda, complaints against SK Labangon have persisted since last year, including allegations of neglect of duty and failure to fulfill responsibilities by elected officials. The controversy first gained public attention in late December 2025 after netizens criticized the SK Labangon officials' trip to Thailand, which coincided with the Christmas and New Year holidays.

Social media personality Rian Bacalla questioned the trip in a viral Facebook post, criticizing the lack of year-end activities for the youth in the barangay. This issue sparked a broader online discussion about transparency, accountability, actual attendance at meetings, and the overall performance of the SK council.

Chairman Buendia has previously denied allegations that public funds were used for the Thailand trip. He explained that the trip was personal, sponsored by his family, and supported by legal travel documents. He also presented copies of travel authority to prove that no government resources were used. Cebu City Mayor Nestor Archival has also clarified that there is no prohibition against government officials traveling abroad using personal funds.

Despite these explanations, Saceda stated that the allegations against SK Labangon continue to grow due to ongoing issues within the council.
