The Commission on Elections (Comelec) is actively encouraging Filipino teenagers, including those as young as 14, to register as voters for the upcoming Sangguniang Kabataan (SK) elections scheduled for November 2026.
Chairman Garcia Clarifies Youth Voter Eligibility
Speaking at a Voters Education Program in Davao del Norte on Thursday, December 19, 2025, Comelec Chairman George Garcia provided clear guidelines. He explained that 14-year-olds are eligible to register as SK voters provided they turn 15 on or before the election day, which is set for November 2, 2026.
"Those who are 14 years old now will turn 15 next year; therefore, they can already cast their votes in the SK elections," Garcia stated. This early registration drive aims to ensure that all qualified youth can participate in the democratic process.
Who Can Register for the SK Elections?
The eligibility criteria are outlined in Comelec Resolution No. 11177. To register as an SK voter, an individual must:
- Be at least 15 years old but not more than 30 years old on election day.
- Have been a resident of the barangay for at least six months on or before the SK elections.
Chairman Garcia emphasized the significance of this civic duty for young Filipinos. "It brings a different feeling, especially for the youth. It means you are now really part of society. Indeed, you are now a true Filipino since each of you now has a voice," he expressed.
Strong Early Registration Turnout
The campaign is already seeing a positive response from the youth sector. Based on the latest Comelec data, a total of 223,282 individuals have applied to become SK voters during the period from October 20 to December 14, 2025.
The applications are broken down as follows:
- 218,801 applications for new registration.
- 918 applications for transfer from another city or municipality.
- 279 applications for transfer within the same city or municipality.
- 3,284 applications for correction of entries in voter records.
The poll body reminds all eligible youth that the voter registration period will run until May 18, 2026. This provides ample time for first-time voters, including those who will celebrate their 15th birthday before the polls, to complete their registration and prepare to exercise their right to vote for the first time.
