Contractor Discaya Released for Shoulder Surgery

Contractor Pacifico Discaya, also known as Curlee Discaya, will be temporarily released from Senate custody to undergo surgery on his right shoulder, according to Senate Secretary Mark Llandro Mendoza.

Discaya has been under Senate detention since September 2025 after being cited in contempt in connection with the investigation into the controversial flood control project.

Mendoza stated that Discaya requested a medical procedure, which has been provisionally approved. However, the final clearance for the surgery is still pending, with the procedure possibly taking place on Thursday.

Discaya was previously brought to the hospital in March for a magnetic resonance imaging (MRI) due to shoulder pain. He is expected to remain in the hospital for about a week before being returned to the Senate to continue his recovery there.

Mendoza assured that Discaya underwent evaluation by Senate doctors and hospital physicians before the surgery was authorized. He added that Senate security personnel will accompany Discaya while he is in the hospital.

Currently, Discaya is the only individual still detained by the Senate in relation to the issue.
