The Bureau of Jail Management and Penology (BJMP) has officially confirmed it will move dismissed Bamban, Tarlac mayor Alice Guo from her current detention facility to the national penitentiary for women within the coming days.
Transfer to Correctional Institution for Women Set
BJMP spokesperson Jail Superintendent Jayrex Bustinera stated on Wednesday, December 3, 2025, that the agency received the commitment order for Guo's transfer. She will be moved from the Pasig City Jail Female Dormitory to the Correctional Institution for Women (CIW) in Mandaluyong City.
"We will transfer (her) within the week," Bustinera told the Philippine News Agency, though he declined to provide further operational details citing security protocols.
This transfer follows Guo's conviction and sentencing to life imprisonment for qualified trafficking by a Pasig Regional Trial Court.
CIW Intake Protocol for Guo and Cohorts
According to the CIW, Guo and her two convicted cohorts, Jaimielyn Santos Cruz and Rachelle Joan Malonzo Carreon, will undergo a standardized intake process upon arrival.
The procedure includes:
- A five-day quarantine and medical examination at the facility's Reception Diagnostic Center (RDC).
- Transfer to the regular RDC dormitory for a mandatory 60-day orientation, diagnostics, and qualification period.
- Final assignment to their permanent dormitory within the Maximum Security Camp.
PNP Intensifies Manhunt for Cassandra Ong and Others
In a related development, the Philippine National Police (PNP) announced it is ramping up efforts to locate and arrest Cassandra Li Ong and all her co-accused in the same qualified human trafficking case.
Acting PNP Chief Lieutenant General Jose Melencio Nartatez, Jr. has directed the Criminal Investigation and Detection Group (CIDG) to intensify operations. "We do not only focus on Ms. Ong. We will also make sure that all the respondents, whether they are in the Philippines or abroad, will be located and taken to the court," Nartatez emphasized.
The charges stem from an alleged scam hub operated by Lucky South 99, a Philippine Offshore Gaming Operator (POGO). More than 50 individuals, including former presidential spokesperson lawyer Harry Roque, face charges.
An arrest warrant was issued by the Angeles, Pampanga Regional Trial Court Branch 118 in May 2025. Ong, identified as the alleged representative of the now-closed POGO hub, recently had a petition challenging the Department of Justice's resolution dismissed by the Court of Appeals.
Malacañang stated on Tuesday that, based on records, Ong remains in the Philippines, despite reports of her being in Japan.
Commitment to Court Orders
Lieutenant General Nartatez reaffirmed the PNP's role in the justice system. "Our mandate is to serve the order of the court... We are committed to complying with the court order," he stated, underscoring the police force's determination to bring all accused persons to face trial.
The parallel developments highlight ongoing law enforcement and judicial actions against a large-scale human trafficking network, with one key figure beginning a life sentence while the hunt for other alleged perpetrators continues.
