The Bureau of Jail Management and Penology (BJMP) 7 has initiated an investigation into the death of inmate Fernando Abapo Prajes, 37, who was a suspect in the rape of his 11-year-old neighbor in Sitio Kalubihan, Barangay Kalunasan, Cebu City.
Investigation Underway
Jail Inspector Samuel Manas, head of the Community Relations Service Section of BJMP 7, stated that they are awaiting the results of their investigation to determine the true cause of Prajes' death. Prajes was believed to have suffered bruises on his thigh, allegedly resulting from hazing or "takal," which reportedly caused him to lose consciousness around 1:00 p.m. on Sunday, April 26, 2026.
He was immediately assisted by the nurse on duty at the Cebu City Jail and was transferred to the Cebu City Medical Center, but was declared dead on arrival.
Call for Due Process
"Let us wait for the result of the investigation process; it's difficult to preempt the investigation," Manas said. BJMP-7 assured that if any jail personnel or other Persons Deprived of Liberty (PDL) are proven to have been involved in the hazing of Prajes, they will face appropriate charges. He emphasized that BJMP has a strict policy against any form of violence within its facilities and will not protect anyone found guilty.
"We have zero tolerance for violence against PDLs, whether perpetrated by another PDL or BJMP personnel. Whoever is proven will be held accountable," Manas added.
Coordination with Other Agencies
BJMP 7 is ready to coordinate with the Philippine National Police (PNP) and the Commission on Human Rights (CHR) for a broader investigation, especially since Prajes' family has indicated they will seek assistance from the CHR. Meanwhile, the Cebu City Police Office has not yet received a formal complaint from the family but is prepared to assist if a case is filed.
Prajes was arrested and detained at the Cebu City Jail on March 25, 2026, after being charged with statutory rape. BJMP confirmed that he underwent the proper admission process at the facility.
