The Bureau of Corrections (BuCor) has officially announced its readiness to take into custody Alice Guo, the dismissed mayor of Bamban, Tarlac, along with other individuals recently ordered committed by the courts. This confirmation comes after a Pasig Regional Trial Court sentenced Guo to life imprisonment for qualified trafficking.
Enhanced Security and Immediate Admission
In a statement released on Friday, BuCor Director General Gregorio Pio Catapang Jr. affirmed that all necessary preparations are complete for the immediate admission of the individuals. He specifically addressed the security protocols at the Correctional Institution for Women (CIW) in Mandaluyong City, where Guo will be held.
CIW Corrections Technical Superintendent Marjorie Ann Sanidad reported to Catapang that additional Corrections Emergency Response Teams have already been deployed to maintain peace and order within the facility. Furthermore, she confirmed that as of Thursday, all personnel have been placed on an on-call status to ensure a swift and secure transition.
The Standard Intake Procedure for a New Inmate
Sanidad detailed the standard operating procedure that will commence upon Guo's arrival at the CIW. She explained that Guo will first be received by a designated officer at the Reception and Diagnostic Center (RDC).
The initial phase involves a rigorous verification of her court documents and personal belongings. Following this, she will be placed under a mandatory five-day quarantine within the RDC.
After the quarantine period, Guo will undergo a comprehensive medical examination. She will then be moved to the RDC's regular dormitory to begin a 55-day orientation, diagnostics, and qualification process.
Assessment and Long-Term Placement
Director General Catapang emphasized the critical importance of the 55-day diagnostic period that follows the initial quarantine. He stated that this assessment is vital for understanding the psychological and physical needs of a newly committed person deprived of liberty.
The information gathered during this time will be used by the institution to create a tailored, individualized treatment program for Guo. Only after completing the entire 60-day process at the RDC will she be transferred to her assigned regular dormitory within the Maximum Security Camp of the Correctional Institution for Women.
