The National Police Commission (NAPOLCOM) has ordered the dismissal of a Manila police officer in connection with an alleged rape case. In a statement, the commission found Patrolman Joshua Mendoza guilty of grave misconduct and conduct unbecoming of a police officer.
According to NAPOLCOM, Mendoza demonstrated a violation of the law and lack of morality, rendering him unfit to remain in service. “Accordingly, he was meted the penalty of dismissal from the service,” the commission said.
The decision, released on May 4, was based on evidence including witness testimonies, medico-legal findings, CCTV footage, and the complainant’s testimony, which strengthened the case against the officer. NAPOLCOM stated that Mendoza committed sexual violence against a victim who was unconscious and unable to give consent, violating the Anti-Rape Law.
Meanwhile, the commission acquitted another police officer implicated in the complaint due to insufficient evidence. NAPOLCOM Commissioner Ralph Calinisan emphasized that there is no place in the police force for such abusers.
The case stemmed from a complaint filed in January by a woman identified as “Anna.” She alleged that she met Mendoza along with others, including another police officer and a barangay official. The victim claimed she lost consciousness after being given a drink she suspected was laced with a substance. When she woke up, she found herself in a motel being raped, and the suspect only stopped when she regained consciousness.
