Revilla to Remain in 10-Person Jail Cell During Medical Quarantine, BJMP Confirms

Former Senator Ramon “Bong” Revilla Jr. will continue to be held in a 47-square-meter cell located in Payatas, Quezon City, which has a capacity for up to ten individuals, as stated by Bureau of Jail Management and Penology (BJMP) spokesperson J/Supt. Jayrex Bustinera. This arrangement is part of a mandatory seven-day medical quarantine period, a standard protocol implemented by the BJMP for all new detainees to prevent the spread of illnesses within the correctional facility.

Legal Basis and Temporary Detention

Revilla’s temporary stay at the Quezon City jail follows a commitment order issued by the Sandiganbayan, related to his incarceration for a malversation case connected to an alleged ghost infrastructure project in Bulacan. According to J/Supt. Bustinera, during the quarantine period, Revilla will share the cell with four co-accused individuals:

  • Former DPWH Bulacan Assistant District Engineer Brice Hernandez
  • Jaypee Mendoza
  • Arjay Domasig
  • Juanito Mendoza

After completing the quarantine process, Revilla will be integrated into the general population of the Quezon City jail, which currently houses approximately 3,600 persons deprived of liberty (PDLs).

No Special Privileges for Revilla, BJMP Emphasizes

J/Supt. Bustinera clarified that Revilla will not receive any special privileges and must adhere to all standard jail regulations. Key rules include:

  1. A prohibition on the use of cellphones
  2. A daily food allowance of P100
  3. Strictly scheduled visiting hours

Additionally, each cell is equipped with only two ventilators and does not have air conditioning. Upon booking and mugshot procedures, Revilla was issued a yellow BJMP t-shirt, identical to those provided to other inmates.

Broader Context of DPWH Officials in Detention

In a related development, a total of seven DPWH officials have been detained at the same facility since November 2025 due to their involvement in an anomalous flood control project in Oriental Mindoro. This highlights ongoing efforts to address corruption within government infrastructure projects.
