The Sandiganbayan issued on Monday, April 27, 2026, a precautionary hold departure order against Senator Francis Escudero as part of an ongoing investigation into his alleged involvement in anomalous flood control projects.
Details of the Order
The order directs the Bureau of Immigration to prevent the departure of Escudero. It also covers Maynard Ngu, a close friend and campaign contributor of the senator.
Allegations of Bribery
Retired Department of Public Works and Highways Undersecretary Roberto Bernardo earlier claimed that he delivered approximately P160 million to Escudero through Ngu. This payment was supposedly in connection with four projects in Valenzuela and Marinduque, which were included in the bicameral version of the 2025 proposed national budget. These projects later appeared in the General Appropriations Act with a total cost of P800 million.
Denials and Ongoing Investigation
Both Escudero and Ngu have denied the allegations. Earlier, Ombudsman Jesus Crispin Remulla stated that they are actively conducting investigations against Escudero and former House Speaker Leyte Representative Martin Romualdez for their possible roles in corruption involving flood control funds.
