The Cebu City Police Office (CCPO) is mobilizing a significant security force for the annual Walk with Jesus procession, a central event of the Sinulog festival. More than 500 police officers will be deployed to ensure the safety of thousands of devotees expected to participate in the early morning event on Thursday, January 8, 2026.

Comprehensive Security and Crowd Management Plan

According to Police Lieutenant Colonel Jose Losbaños, the CCPO information officer, personnel will be strategically positioned along the procession route two hours before it commences. The primary focus is managing the massive crowd and preventing dangerous congestion as devotees travel from the Fuente Osmeña Rotunda to the historic Basilica Minore del Santo Niño.

The police force will not work alone. They will be supported by force multipliers including barangay tanod (village watchmen) and other auxiliary groups. Plainclothes police officers will also be mingling within the crowd to provide discrete assistance and monitoring.

Multi-Agency Coordination for Safety and Traffic

A full inter-agency effort is underway to cover all aspects of public safety. The CCPO will deploy all vehicles from its Mobile Patrol Unit to conduct roving patrols in interior barangays, aiming to deter criminal activity while resources are concentrated on the procession route.

Traffic management will be handled by the Cebu City Transportation Office (CCTO) to ensure smooth vehicle flow around the event area. Furthermore, personnel from the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO) and the Bureau of Fire Protection (BFP) will be on standby to respond to any emergencies.

Proactive Measures and Public Advisory

While police authorities have stated they have not received any specific security threats, they emphasized that complacency is not an option. Strict monitoring will be maintained throughout the event. A dedicated team will also be assigned to watch for suspected pickpockets and thieves who often target large gatherings.

To facilitate faster entry into the Basilica grounds and reduce bottlenecks at the gates, police are urging all participants to avoid bringing backpacks. Smaller bags or personal items are recommended to help maintain a steady flow of people and enhance overall security screening.
