The Bacolod City Council is set to convene a crucial special session to address the city's vital waste management needs for the coming year.
Urgent Session Called for Contract Authority
Councilor Caesar Distrito, the presiding officer, confirmed that the special session will be held on Monday, December 29, 2025. The primary agenda is to consider the urgent request of Mayor Greg Gasataya for the authority to sign the City's environmental and sanitary services contracts for Calendar Year 2026.
The move aims to guarantee the uninterrupted delivery of essential waste management services to Bacolodnons once the current contract expires.
Massive Budget for Garbage and Landfill Services
The council will act on two significant contracts with a combined approved budget of P440 million. The first contract, worth P330 million, covers the collection, hauling, and final disposal of the city's garbage.
The second contract, allocated P110 million, is for the management, operation, and maintenance of the city's sanitary landfill located in Barangay Felisa.
IPM-CDC as the Likely Service Provider
According to Lawyer Hermilo Pao-yon, head of the Bids and Awards Committee (BAC), the city's current garbage hauler, IPM–Construction and Development Corp. (IPM-CDC), emerged as the lowest calculated bidder for both projects.
The BAC's Technical Working Group has already conducted a post-qualification inspection at the IPM-CDC's main office following the bid evaluation. The contract of the incumbent service provider, IPM-CDC, is scheduled to end on December 31, 2025.
The special session underscores the city government's proactive steps to prevent any disruption in its environmental and sanitary services, which are critical to public health and urban livability. The council's approval will empower the mayor to formalize the agreements and ensure seamless operations starting January 2026.
