In a display of accountability, Barangay Basak Captain Felipe Diano of Mandaue City has publicly admitted to violating the helmet law and is now prepared to face the consequences from the Land Transportation Office (LTO).
Captain Diano Accepts Responsibility and Faces LTO Summons
Captain Felipe Diano confirmed that he has been summoned by the LTO following his admission of riding a motorcycle without a protective helmet. He expressed his full readiness to cooperate with the agency's investigation and to abide by any decision they render.
"I have been called by the LTO and I am ready to face them," stated Diano. "I will answer all their questions about what happened, where I was going, and why I violated the helmet law. I will follow any action they decide." The barangay captain made it clear that he acknowledges his mistake and has offered a public apology to the people of Mandaue, including Mayor Thadeo Jovito "Jonkie" Ouano, emphasizing that the incident was not intentional.
Emergency Situation Cited, But No Exceptions Claimed
Diano explained that the violation occurred due to an urgent emergency. He said he rushed out after receiving a call from his daughter-in-law reporting that something had exploded at their home, creating a dangerous fire risk.
Despite the pressing circumstances, Diano stressed that he is not asking for special treatment. He firmly stated that traffic laws apply to everyone equally. He also clarified that he typically always wears a helmet when riding and that this was his first traffic violation since entering public service in 1994.
To settle the matter, Diano has already paid the corresponding fine to the LTO and accepted full responsibility for his actions. "I paid the fine because it was my fault, and I accept that," he added.
A Public Reminder on Traffic Law Compliance
Captain Diano concluded by framing the incident as a crucial reminder for all motorists. He underscored the universal application of traffic regulations, regardless of a person's position or status.
"There are no exemptions. Whoever you are, including me. If you violate the law, you will be penalized," he asserted, sending a clear message about the importance of road safety and lawful conduct for every citizen.
