The Land Transportation Office in Central Visayas (LTO 7) has taken formal action against a local official following a viral social media post. The agency has issued a show cause order to Barangay Captain Felipe Diano of Barangay Basak, Mandaue City after a video circulated online showing him committing several traffic violations.

Official Summoned to Explain Actions

According to the LTO 7, the order mandates Diano to personally appear before the agency's Operations Division. He is required to explain his actions as the driver of a motorcycle involved in an incident on January 5, 2026, along a road in his own barangay. The investigation by LTO 7 has cited Diano for multiple offenses observed in the video.

The alleged violations include:

  • Not wearing a proper standard helmet.
  • Engaging in reckless driving.
  • Disregarding a red traffic light.

The barangay captain has been instructed to submit a written explanation and to face the LTO 7 Operations Division at their office on N. Bacalso Avenue, Cebu City, on Friday, January 9, 2026. For the hearing, he must also surrender his driver's license and present the Official Receipt (OR) and Certificate of Registration (CR) for the motorcycle involved.

License Suspended and Under Alarm Status

While the case is still pending, LTO-7 Regional Director Glen G. Galario has imposed a 90-day preventive suspension on Diano's driver's license. Furthermore, both his license and the motorcycle's registration have been placed under "alarm" status.

This administrative move effectively restricts Diano from using his license or processing any vehicle-related transactions at the LTO while the investigation is ongoing. It is a preventive measure to ensure road safety during the legal process.

A Warning and a Broader Campaign

The LTO 7 issued a stern warning that if Diano fails to appear and submit his explanation, it will be considered a waiver of his right to be heard. In such a case, the agency will decide the matter based solely on the existing records and evidence.

This show cause order is part of LTO 7's intensified campaign to enforce traffic laws and ensure road safety for all. The agency emphasized that no one is above the law and that public officials, in particular, are expected to set an example by strictly adhering to traffic rules and regulations.
