In a significant transition for regional governance, Cebu Governor Pamela Baricuatro has officially taken over as the chairperson of the Regional Development Council in Central Visayas (RDC-7). The formal turnover ceremony was held at the Capitol on Thursday, December 4, 2025.
A Formal Turnover of Leadership
The pivotal event featured the symbolic passing of the RDC flag from outgoing chairman Bohol Governor Erico Aristotle Aumentado to the incoming leader, Governor Baricuatro. Governor Aumentado, who had led the council for three years, expressed his gratitude for the trust given to him by the members.
"As I pass on the torch, I am confident the Council is in capable hands," Aumentado stated during the ceremony. "Governor Pam Baricuatro and the other RDC officials will lead our council to even greater heights and achieve our shared vision for SugBohol!"
Baricuatro's Vision for a Connected and Resilient Region
Following the turnover, Governor Aumentado also presided over the oath-taking of the new chairperson. In her address, Governor Baricuatro conveyed her enthusiasm and commitment to fostering a unified and efficient council under her leadership.
She outlined a clear three-year agenda focused on key regional priorities. "In the next three years, my focus as RDC Chairperson will be on promoting robust infrastructure, inclusive economic growth, and resilient health systems," Baricuatro declared.
She emphasized that these goals are directly aligned with the needs and aspirations of Central Visayas. "These priorities reflect our regional needs and our shared aspirations for a more connected, resilient, and inclusive region," she added.
The Role of the RDC in Regional Progress
The Regional Development Council (RDC) serves as the premier policy-making body in the region. Its primary function is to balance and harmonize development perspectives from both local and national agencies.
The council, composed of mayors from Cebu and Bohol as well as regional directors of national agencies, has a critical mandate. It is tasked with:
- Scrutinizing the majority of proposed projects.
- Formulating policies for localities and national agencies.
- Mobilizing necessary resources.
- Monitoring implementation to resolve challenges and difficulties.
This structured approach ensures coordinated efforts towards sustainable development across Central Visayas.
