The City Government of Cebu is on track to implement its highly anticipated P20-per-kilogram rice program before the end of 2025. Mayor Nestor Archival announced on Tuesday, December 16, 2025, that the initiative is ready for rollout, with an initial supply of 10,000 sacks of rice earmarked for selected barangays.

Barangays to Lead Distribution for Targeted Aid

Mayor Archival emphasized that the program specifically targets low-income families. To ensure the subsidized rice reaches those who need it most, the city will delegate management to the barangay level. Barangay officials themselves will set the rules and manage beneficiary lists, leveraging their direct knowledge of community needs.

"Barangays themselves will set the rules and manage who gets access," Archival stated. "They know their communities best, and they will ensure that the rice goes to those who really need it." The selection of beneficiaries will be a coordinated effort between barangay captains and the Department of Social Welfare and Services (DSWS).

Efficient Supply Management and Senior Citizen Access

The city has a plan to prevent waste and maximize the impact of the affordable rice supply. Any unsold rice in one barangay will be redirected to another area with higher demand. This system aims to ensure all supplies are utilized efficiently to benefit as many people as possible.

Furthermore, Mayor Archival assured that senior citizens will have convenient access to the program. They can avail of the subsidized rice through existing Kadiwa outlets, including those located near the Food Terminal Inc. (FTI) compound in Barangay Tejero. This provision prevents them from having to navigate potentially long queues or complex processes.

Ensuring Program Integrity and Reach

The success of the P20 rice program hinges on the integrity of the barangay-led distribution. Archival expressed confidence in local officials, noting, "Barangay officials are aware of who really needs help." The supply for this pro-poor initiative is sourced from the Food Terminal Inc. (FTI), a key partner in stabilizing food prices and accessibility.

With the initial 10,000 sacks prepared, Cebu City is poised to deliver immediate economic relief to qualified households, fulfilling a major promise of local governance as the year concludes.
