The decision for immediate intervention came after a publicly-shared "open letter" by Fidel Laurence Ricafranca vividly described the commuting ordeal. The post, which gained significant traction on social media, highlighted the extreme congestion, limited vehicles, and overwhelming passenger queues. Mayor Nestor Archival ordered the swift mobilization, framing the situation as a pressing public concern requiring a rapid government response.
Route Details and Initial Rollout
The free bus service will operate on both northbound and southbound routes originating from downtown Cebu City. The southbound route will extend to Bulacao, while the northbound route will reach Talamban. For the initial phase, four buses—two for each direction—have been designated. Each bus has a capacity for 60 to 80 passengers.
Operations have already begun on a preliminary basis using existing city buses. The service is currently scheduled to run from 5:00 PM onwards, targeting the peak afternoon and evening hours. City officials stated that morning schedules are not yet included, as the buses have prior commitments during that time, and the feasibility is still under study.

This move followed internal discussions within the city government, including coordination with the Department of General Services (DGS), and a review of public feedback that described the scenario as a "transport emergency."
