Cebu City's 144 Projects in 184 Days: Mayor's Report

Cebu City Mayor Nestor Archival has presented a comprehensive year-end report detailing a significant wave of accomplishments during his initial months in office. The report, presented on Wednesday, January 7, 2026, outlines the completion of 144 projects spanning health, infrastructure, and social services within his first 184 days as mayor.

Key Achievements in Health and Social Services

In the health sector, Mayor Archival highlighted the substantial financial aid released through the City Hospitalization Assistance and Medicines Program (Champ). A total of P80.3 million was disbursed to benefit 8,487 patients over a six-month period. Furthermore, the city cleared a P18.7 million backlog in payments from the previous two years, providing relief to an additional 959 patients.

The Cebu City Medical Center (CCMC) was recognized as one of the Top 5 local government hospitals in Central Visayas for 2025, praised for its quality health service and implementation of universal health care. Adding to this prestige, the CTU–CCMC nursing program achieved a 100 percent passing rate in the recent licensure examinations.

For food security, the city government partnered with the Department of Agriculture (DA) 7 for the P20-per-kilo rice program. In agriculture, farmers and their animals were provided with insurance through the Philippine Crop Insurance Corporation to mitigate losses during calamities.

Infrastructure, Traffic, and Utility Upgrades

The city government intensified its infrastructure drive with 21 road rehabilitation and asphalting projects, covering a total of 9.8 kilometers in barangays including Pardo, Tisa, Lahug, Guadalupe, Talamban, Kamputhaw, and Duljo-Fatima.

To improve traffic flow, traffic lights have been installed at the crucial ML Quezon Avenue–Talamban intersection. A long-standing water issue was resolved in NHA Busay, where residents finally received a water line after a 30-year wait. The cleanup of unsightly and hazardous "spaghetti wires" in collaboration with Visayan Electric is also ongoing, particularly along major festival routes.

Social Welfare, Safety, and Future Plans for 2026

The city's social services were actively deployed, distributing rice to 44,223 beneficiaries in barangays affected by recent earthquakes and typhoons. To bolster barangay capacity, the city provided 12 new dump trucks for garbage collection and emergency use. In a major blow against illegal drugs, authorities, in cooperation with the PDEA, destroyed P468 million worth of confiscated substances.

Looking ahead, Mayor Archival laid out a 19-point agenda for 2026. The top priorities include the completion of the Cebu City Medical Center (CCMC), the construction of medium-rise buildings for socialized housing, and the expansion of solar-powered streetlights across the city. The administration also plans to enhance livelihood opportunities through continued training programs in culinary arts, housekeeping, automotive, and computer systems, and to promote education through mobile libraries and barangay learning centers.
