Monterrazas Partially Cleared Earlier

Monterrazas was implicated in the November 5, 2025 flood that killed at least 33 people in Cebu City. The timeline includes: after the flood, regulators cited massive violations, including the cutting of 700 trees and breaches of its Environmental Compliance Certificate (ECC). Mayor Archival, who has publicly defended Monterrazas by affirming its compliance with anti-flood measures, may reject the request. If he sides with the developer, Osmeña and other councilors are likely to criticize him. When Archival was minority floor leader of the City Council, he often lamented the mayor's inaction on hundreds of council resolutions. As mayor, he could grant the council's request, refuse, or refer the dispute to higher authorities such as the Department of the Interior and Local Government (DILG), the Office of the President, or the courts.

Osmeña warned that if another disaster strikes, the mayor would face blame for any loss of life or property damage.
