Thousands of solo parents in Cebu Province can now look forward to a more robust system for accessing government benefits and representation. This follows the recent approval of a landmark ordinance that establishes a dedicated office to manage their welfare and rights.
A Long-Awaited Institutional Mechanism
In a significant move to address a decades-long gap in implementation, the 17th Sangguniang Panlalawigan of Cebu Province approved the "Cebu Province Solo Parents Affairs Office Ordinance." The announcement was made via the Cebu Province Public Information Office's Facebook page on Tuesday, January 13, 2026.
The new law creates the Cebu Province Solo Parents Affairs Office (CP-SPAO). This office will operate under the Provincial Social Welfare and Development Office (PSWDO) and will function under the direct supervision of the provincial governor. Its primary mandate is to ensure the full and effective implementation of Republic Act (RA) 8972, also known as the Solo Parents’ Welfare Act of 2000.
Addressing a 25-Year Implementation Gap
The ordinance, principally authored by Provincial Board Member Nilo Seno and co-authored by Board Members Lakambini Reluya and Paz Rozgoni, directly tackles the noted shortcomings in enforcing RA 8972. Legislators observed that the law's programs and services have remained largely unimplemented since its passage in the year 2000, primarily due to the absence of a strong institutional mechanism to carry them out.
The creation of CP-SPAO is a direct institutional response to this problem. It aims to provide a clear, dedicated pathway for solo parents to avail of the benefits mandated by law, which include discounts, parental leave, and livelihood assistance, among others.
Meeting the Needs of a Growing Sector
The urgency for such an office is underscored by official data. According to PSWDO records from 2024, there are at least 18,486 registered solo parents in Cebu Province. This substantial number highlights the critical need for a specialized office that can proactively address their concerns, advocate for their rights, and facilitate their access to legal entitlements.
The establishment of the CP-SPAO is expected to streamline processes, raise awareness about available benefits, and provide a centralized point of contact for solo parents navigating government support systems. It marks a pivotal step from policy on paper to tangible action and support for a significant segment of Cebuano society.
