Mandaue Adds 40 New Traffic Enforcers to Improve Road Safety

The Traffic Enforcement Agency of Mandaue (Team) has significantly strengthened its operational capacity with the addition of at least 40 newly trained personnel to its workforce. This strategic move, announced on Tuesday, January 20, 2026, aims to improve road management and enhance the apprehension of traffic violators across the city.

Expanding Manpower for Enhanced Traffic Control

Team head Hyll Retuya confirmed that the new hires bring the total manpower to nearly 500 traffic enforcers. This expansion focuses on critical areas and mobile roving operations to address the city's growing traffic challenges. "At present, we have trained more than 40 new personnel. They will augment our existing workforce because we have identified the need for additional traffic enforcers to assist in traffic management and the apprehension of traffic violators," Retuya stated.

Comprehensive Training Program

The newly recruited personnel completed an intensive three-day training program, which covered:

  • Traffic laws and regulations
  • Practical field exercises
  • Proper procedures for issuing traffic citation tickets
  • Administrative duties and responsibilities

This comprehensive training was conducted under the direction of the city administration and included both pre-tests and post-tests to ensure competency. "The training was comprehensive ... After completing the training, they will be deployed to the field so they can further develop their skills," Retuya explained.

Field Deployment and Operational Strategy

While some trainees will be assigned to administrative duties, the majority will be deployed in the field where the need is greatest. "The bulk of them will be deployed in the field because that is where the need is," Retuya emphasized. These additional personnel will soon be actively involved in apprehending traffic violators and managing traffic flow.

To ensure smooth integration, new enforcers will be paired with experienced traffic personnel. This mentorship approach will help them adjust to actual field conditions and master proper procedures, including the accurate filling out of traffic citation tickets.

Beyond Basic Traffic Control

Retuya highlighted that Team's responsibilities extend beyond basic traffic control. The agency is also tasked with enforcing traffic laws and maintaining order on major roads throughout Mandaue City. With shifting schedules and the need to man critical areas at all times, the agency requires more personnel on the ground, in addition to those assigned to mobile and roving operations.

Ongoing Development and Future Training

The initial training is just the beginning of the professional development for these new enforcers. Team personnel will also undergo special trainings conducted in coordination with the Land Transportation Office and orientations on local traffic ordinances. This continuous learning approach ensures that enforcers remain updated on the latest regulations and best practices.

Retuya expressed confidence that the increased workforce will help the city better address the growing number of traffic violations.
