Authorities in Cebu City have identified several significant public safety risks along the newly designated route for the upcoming Sinulog Solemn Procession. The discovery was made during an early morning inspection conducted on Wednesday, December 3, 2025.

Inspection Uncovers Immediate Hazards

The security walkthrough, which began at 5:00 AM, was led by Councilor Philip Zafra, the vice-chairman of the Committee on Public Order and Safety. The inspection team included personnel from multiple key agencies: the Cebu City Transportation Office (CCTO), the security team of the Basilica Minore del Santo Niño, the Anti-Mendicancy Board, the Cebu City Disaster Risk Reduction and Management Office (CCDRRMO), and the PROBE team.

Among the most pressing dangers found were open manholes and various obstructions blocking sidewalks. Officials stressed that these issues must be resolved immediately, before the festivities begin, to ensure the safety of the thousands of expected devotees and participants.

Police Mobilize for Zero Incident Goal

Police Colonel George Ylanan, the Cebu City Police Chief, mandated the attendance of all 13 police station chiefs during the inspection. He emphasized the critical need for field commanders to familiarize themselves with the new procession path. This year's route will traverse Natalio Bacalso Avenue, V. Rama Avenue, B. Rodriguez Street, and General Maxilom Avenue, before returning to the Basilica.

"We were able to identify potential risks to public safety during the inspection," stated Ylanan. He declared that the Cebu City Police Office (CCPO) is targeting a zero incident record during both the solemn procession and the Sinulog Grand Parade.

Coordinated Security Plans Underway

Following the initial inspection, Colonel Ylanan announced that a series of security briefings will be conducted. These are designed to ensure the smooth and proper deployment of police and other agency personnel. Furthermore, he is calling for a separate meeting with security officers from various establishments throughout the city.

In a bid to create a unified front against crime, Ylanan has requested their assistance in monitoring for criminal activity. The police are also providing security personnel with tips on how to identify potential criminals, a measure aimed at preventing crimes during both the holiday season and the Sinulog events.

The proactive approach by Cebu City's inter-agency task force highlights the extensive preparations being undertaken to safeguard one of the country's largest and most celebrated religious festivals.
