Cebu Governor Faces Legal Heat Over Controversial AI Image
Cebu Governor Pamela Baricuatro finds herself at the center of a legal storm after an artificial intelligence-generated photograph depicting her in a PNP SWAT uniform sparked a criminal complaint. The controversial image, which shows the governor holding a rifle while wearing what appears to be SWAT attire in front of the Cebu Provincial Capitol, has drawn sharp criticism and formal legal action.

The issue began when Governor Baricuatro posted the AI-generated picture on her personal Facebook account on November 10, 2025, following her birthday celebration on November 9. The image portrayed her wearing a uniform bearing PNP SWAT markings on both chest and arm patches, accompanied by five SWAT personnel, with the caption: "The People's Governor, Province of Cebu, Hon. Pamela Baricuatro, The true leaders are those who step up when it counts."
According to the governor's clarification, the image was created as a birthday greeting from the Cebu Provincial Police Office (CPPO). However, the post quickly drew attention and eventually led to the filing of a formal complaint.
Formal Complaint and Allegations
The complaint affidavit first surfaced on social media through the Facebook page 'Pastilan' and was subsequently shared by Byron Garcia, brother of former Cebu Governor Gwendolyn Garcia. In the filed documents, Governor Baricuatro faces accusations of violating Article 179 of the Revised Penal Code, which prohibits civilians from wearing police uniforms and creating public confusion by presenting oneself as a police officer when not authorized to do so.
The complaint specifically notes that only legitimate and active PNP personnel, particularly those assigned to SWAT units, are permitted to wear such uniforms. Garcia emphasized that the use of SWAT uniforms, insignia, and police patches by civilians constitutes a violation of the law.
Governor's Defense and Political Implications
In her defense, Governor Baricuatro issued an official statement on Saturday, November 22, 2025, firmly stating that "The image is AI-generated and not a real photograph of me in any police uniform. The uniform shown is not even an authentic PH SWAT uniform."
The governor characterized the complaint as a "demolition tactic" from her political opponents, suggesting the legal action was politically motivated. Despite the controversy, she affirmed her commitment to due process, stating: "I respect the law and proper insignia use. I will fully cooperate with due process. I remain devoted to serving Cebu and supporting our law enforcement partners."
The case has now been forwarded to the Provincial Prosecutor for proper investigation and potential filing of appropriate charges, marking another chapter in Cebu's dynamic political landscape where technology and politics increasingly intersect.
